Register a virtual entity
Parameters
- entity: VinInfo
  The entity to be registered.
- Optionalip: string
  The IP address of the entity, if node connected to multiple devices.
Returns Promise<void>
- Returns a promise that resolves when the entity is registered.

This API is deprecated and not working, enable it through the simulate_by field in the tester config
